I&#8217;m posting the whole article under the &quot;read more&quot; just in case this disappears from the web.<\/p>\n<p><!--more--><\/p>\n<p class=\"story\"><span class=\"storyhead\" style=\"font-weight: bold;\">  &#8216;If you don&#8217;t take a job as a prostitute, we can stop your benefits&#8217;<\/span><br \/><span class=\"storyby\">By Clare Chapman<\/span><br \/><span class=\"filed\">(Filed: 30\/01\/2005)<\/span><\/p>\n<p class=\"story\">A<br \/>\n25-year-old waitress who turned down a job providing &quot;sexual services&#8221;<br \/>\nat a brothel in Berlin faces possible cuts to her unemployment benefit<br \/>\nunder laws introduced this year.<\/p>\n<p><script language=\"javascript\" src=\"http:\/\/www.telegraph.co.uk\/core\/NetGravity\/mpu.js\"><\/script><script src=\"http:\/\/ads.telegraph.co.uk\/js.ng\/site=news&#038;spaceid=mpu&#038;logstatus=f&#038;transactionID=1107318912046&#038;Section=news\/international_news\/europe\/germany&#038;view=details&#038;xml=\/news\/2005\/01\/30\/wgerm30.xml\" language=\"JavaScript\"><\/script><\/p>\n<p class=\"story\">Prostitution was legalised in Germany<br \/>\njust over two years ago and brothel owners ? who must pay tax and<br \/>\nemployee health insurance ? were granted access to official databases<br \/>\nof jobseekers.<\/p>\n<p class=\"story\">The waitress, an unemployed<br \/>\ninformation technology professional, had said that she was willing to<br \/>\nwork in a bar at night and had worked in a cafe.<\/p>\n<p class=\"story\">She<br \/>\nreceived a letter from the job centre telling her that an employer was<br \/>\ninterested in her &quot;profile&#8221; and that she should ring them. Only on<br \/>\ndoing so did the woman, who has not been identified for legal reasons,<br \/>\nrealise that she was calling a brothel. <\/p>\n<p class=\"story\">Under<br \/>\nGermany&#8217;s welfare reforms, any woman under 55 who has been out of work<br \/>\nfor more than a year can be forced to take an available job ? including<br \/>\nin the sex industry ? or lose her unemployment benefit. Last month<br \/>\nGerman unemployment rose for the 11th consecutive month to 4.5 million,<br \/>\ntaking the number out of work to its highest since reunification in<br \/>\n1990.<\/p>\n<p class=\"story\">The government had considered making<br \/>\nbrothels an exception on moral grounds, but decided that it would be<br \/>\ntoo difficult to distinguish them from bars. As a result, job centres<br \/>\nmust treat employers looking for a prostitute in the same way as those<br \/>\nlooking for a dental nurse.<\/p>\n<p class=\"story\">When the waitress<br \/>\nlooked into suing the job centre, she found out that it had not broken<br \/>\nthe law. Job centres that refuse to penalise people who turn down a job<br \/>\nby cutting their benefits face legal action from the potential employer.<\/p>\n<p class=\"story\">&quot;There<br \/>\nis now nothing in the law to stop women from being sent into the sex<br \/>\nindustry,&quot; said Merchthild Garweg, a lawyer from Hamburg who<br \/>\nspecialises in such cases. &quot;The new regulations say that working in the<br \/>\nsex industry is not immoral any more, and so jobs cannot be turned down<br \/>\nwithout a risk to benefits.&quot;<\/p>\n<p class=\"story\">Miss Garweg said that<br \/>\nwomen who had worked in call centres had been offered jobs on telephone<br \/>\nsex lines. At one job centre in the city of Gotha, a 23-year-old woman<br \/>\nwas told that she had to attend an interview as a &quot;nude model&quot;, and<br \/>\nshould report back on the meeting.
